Housing Services

FCR’s Housing Services Provide:

  • Housing Advocacy

    • Assistance with RAFT and CHAMP Applications

    • Referrals to Additional Resources

  • Case Management

  • Flexible Financial Assistance

    • Rental support for survivors who are homeless or at imminent risk of being homeless because of domestic violence.

Based on a “self-sufficiency” model, Housing Advocates also assist survivors with accessing resources for job training, budgeting help, resume writing, and other life skills training to maximize their ability to live independently.


Homeless: an individual who lacks a fixed, regular, and adequate nighttime residence, and includes an individual who is sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason

What can this look like?

  • Living in a motel, hotel, trailer park, or campground

  • Living in emergency or transitional shelter 

  • Living in a primary nighttime residence, public or private, not designed for or ordinarily used as a regular sleeping accommodation for human beings, or migratory children

  • Individuals abandoned in a hospital or awaiting foster care placement

  • Individuals losing one’s current housing or otherwise needing housing assistance because of domestic violence, dating violence, sexual assault, or stalking, for whom emergency shelter services or other crisis intervention services are unavailable

There are many barriers to finding safe housing that are unique to survivors, such as

  • Abusers running up credit card bills or lying about paying bills, resulting in Poor Credit and Ruined Rental Histories

  • When survivors need to miss work because of violence, or are fired because of stalking and harassment that occurs at the workplace, causes a Lack of Steady Employment

  • Repeated calls to the police or repeated property damage results in Housing Discrimination by landlords against survivors

  • Abuser violation of different program policies creates a Loss of Subsidized or Other Affordable Housing

But there is help available!


Rapid Rehousing Program

In addition to general Housing Case Advocacy, some may qualify for Housing assistance through the Rapid Rehousing Program. To qualify, an individual:

  • Must be a survivor of domestic violence, homeless or at risk of becoming homeless due to domestic violence, or fleeing a dangerous situation

  • Must be 18 years of age or older

  • Can be single individuals or have children with them

  • Can identify as any gender

What the Rapid Rehousing Program provides:

  • 12 Months of Rental Assistance

  • Help with Moving Costs and Furnishings

  • Assistance with Utilities

  • Referrals to resources so at the end of 12 months survivors are empowered and able to sustain housing

The Rapid Re-Housing Program is not currently accepting referrals.
